    Perspecta has an immediate need in our Health Payer Segment for a Cloud Project Manager to support the Centers for Medicare and Medicaid Services (CMS) Integrated Data Repository (IDR) O&M Contract.  The position location is Baltimore, MD, Herndon, VA, Chantilly, VA, or Camp Hill, PA.  Ability to achieve Public Trust Clearance is required.   Must be a US Citizen or a Green Card Holder who has worked in the US three out of the past five years.  Candidate must be able to drive to the CMS client site in Baltimore, MD for occasional meetings.


    POSITION OVERVIEW: The position requires the individual to manage the effort to migrate the Integrated Data Repository (IDR) enterprise data warehouse to a cloud environment.    The Integrated Data Repository (IDR) is the centerpiece of CMS’ Enterprise Data Warehouse Strategy.  The IDR responds to the Agency’s critical need to have an integrated data environment that contains Medicare and Medicaid data (e.g. claims, beneficiary, provider, and plan data).  The underlying technology of the IDR is an integrated Hadoop and Teradata Enterprise Data Warehouse.  It supports the massive volumes of data associated with CMS’ program benefits.  This cloud migration will include migrating IDR data streams, setting up the IDR Cloud Data Warehouse, and establishing an Operations and Maintenance plan.


    Position Detail:

    • Manage and control multiple project assignments in support of the IDR Cloud Migration contract. Agile methodologies will be used.
    • Develop project plan at appropriate level for the project complexity
    • Manage client relationships
    • Conduct status meetings with stakeholders
    • Meet project commitments
    • Control scope of project
    • Manage project execution
    • Monitor and control risks
    • Facilitate resolution of issues
    • Prepare project status reports
    • Mentor and encourage skill development of project team members
    • Provide performance review input and development recommendations for team members
    • Support project audits as required
    • Reports to the IDR O&M contract Program Director



    Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility.


    Each candidate for this position should have the following qualifications:

    • BS or BA degree required
    • PMP certification required
    • Agile software development experience is required
    • At least 8 years of experience managing large projects/programs required
    • Experience managing and controlling concurrent project assignments required
    • Experience managing migrations from on prem to AWS cloud is required
    • Experience managing projects with 10 or more team members required
    • Client Facing Experience required
    • Expertise with Microsoft Office Suite, especially MS Project and Excel required
    • Experience working with the Federal Government is beneficial
    • Experience with CMMi high-maturity practices is beneficial
    • Experience with the CMS Expedited Lifecycle (XLC) is beneficial
    • Medicare, Medicaid or private healthcare experience is beneficial
    • Excellent organizational, communication, and time management skills
    • Ability to work effectively in a team
    • Experience working with clients and technicians
    • Pro-active in seeking problem resolution
    • Quick learn of new systems, tools, processes
    • Self-starter and able to deal with ambiguity
