Perspecta has an immediate need for a Program Manager to provide leadership, oversight, and management of a full federal contract; Program Manager ensures performance against contract and program requirements; serves as a single point of accountability and responsibility to the government; coordinates and ensures completion of deliverables and other contractual requirements; performs risk management; develops and implements long-term strategies, roadmaps, and monitors execution to ensure alignment of tactical activities; manages program budget, evaluates performance against design and schedule requirements and constraints; consults and advises senior Federal leadership; ensures Federal leaders have actionable information in a timely manner necessary to obtain decision/guidance to facilitate program execution.    The Program Manager shall have the qualifications listed below: - Demonstrated experience leading a major transformation and consolidation of multiple systems in support of improving efficiency, business performance and capabilities, data quality, and service delivery incorporating the voice of the customer. - Demonstrated experience leading the transformation and consolidation of major systems with common data stores, system security, API Management Services, Identity Access Management (IAM), Reporting and Visualization Tools; and Hosting and Infrastructure requirements. - Demonstrated experience leading a technical team to develop cloud native solutions in a serverless environment, managing both the production of application code as well as the supporting infrastructure environments - Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar to the requirements of the TO, including in a performance-based environment. - Demonstrated experience in leading a collaborative team including collaborating with the Government officials to deliver solutions. - Experience in Agile software development project management - Demonstrated experience in modernizing an IT environment with a collaborative Agile development process with continuous integration and DevSecOps - Demonstrated knowledge of Federal IT compliance requirements - Demonstrated experience managing multiple concurrent agile development teams - Demonstrated experience managing, coordinating, and facilitating a team’s effort efficiently in a Time and Material/Labor Hour and Firm-Fixed-Price contracted environment within a large federal agency   - An active PMI Project Management Professional (PMP®) or PMI Program Management Professional (PgMP®) Certification

Let’s make an impact together.   We are looking for a Certification and Accreditation (C&A) Program Leader   The person that fills this position will be expected to perform the following:   - Manages experienced IA/Cyber professionals in the development, preparation, implementation and maintenance of information assurance and computer security plans and standard operating procedures, certifications and accreditation activities. - Program Oversight for the C&A process that will set the C&A schedule and communications plan along with the cadence of meetings and reviews - Determines security requirements by evaluating business strategies and requirements; researching information security standards; conducting system security and vulnerability analyses and risk assessments; studying architecture/platform; identifying integration issues. - Develops and maintains procedures to meet program requirements and ensure operational efficiency and program compliance; work closely with the Program Architect to implement and operate a secure/zero trust network design. - Coordinate and maintain security toolsets to support organizations’ continuous monitoring and ongoing authorization programs, establish a framework by which cyber risk can be measured and quantified. - Prepares assessments and cyber threat profiles of current events based on the sophisticated collection, research and analysis of classified and open source information; correlates threat data from various sources - Ensures that the program collects, analyzes, and uses cyber security data to inform design, modernization, and risk-assessment decisions - Conducts research and evaluate technical and all-source intelligence with specific emphasis on network operations and cyber warfare tactics, techniques, and procedures focused on the threat to DoD information networks - Working knowledge of the 17 NIST 800-53 control families and CMMC. - Provide guidance and direction to government customers regarding best practices using Cyber / IA Tools. - Ensures Continuous Monitoring & Compliance processes are implemented as part of the program - Maintains security by monitoring and ensuring compliance to standards, policies, and procedures; conducting incident response analyses; developing and conducting training programs. - Maintains the oversight and compliance of information systems through technical reviews and system auditing. - Interfaces with program management and clients on security requirements implementation, required documentation. - Ensures the implementation and maintenance of security controls in accordance with the Security Plan (SP) and DOD/DA policies. - Manages, develops, prepares, implements, and maintains of security plans standard operating procedures SOPs and security test and evaluation plans. - Collaborates with internal security and IT staff to ensure the continued compliance and secure operation of accredited information systems. - Identify the need for information assurance and information security changes based on new security requirements, technologies or threats. - Use Enterprise Mission Assurance Support Services (eMASS) to process Information Assurance Certification and Accreditation Process Packages. - Keeps abreast of industry best practices and trends, as well as new technologies, and then plans and advises for implementation.
